Я обновил rabbitmq и его плагин stopm до версии 3.6.5, но ошибка журнала запуска tomcat как и раньше ... @ ArtemBilan –

Я нашел решение. В заявлении rabbitmq stomp говорится, что в ситуациях по умолчанию он будет прослушивать порт 61613, и, соответственно, Spring stomp будет подключаться к localhost: по умолчанию 61613. Но я установил порт 5672 в конфигурации. Как глупо:).
