dirname даст вам что-то вроде /my/website/scripts без концовки слэш.

так что вы должны изменить свой код:

$config = dirname(__FILE__).'/hybridauth/config.php'; 

в сторону, рассмотреть возможность использования абсолютных путей для вашего требуют() s и включают в себя() s
