Пакеты служб SSIS не запускаются - ожидается выполнение

При запуске пакетов SSIS из каталога SSISDB с использованием кода C# иногда случайные пакеты запускаются неправильно, но всегда будут находиться в состоянии «Ожидание выполнения» в отчете «Все казни» каталог SSISDB. Единственным вариантом для сброса этого состояния является перезапуск агента sql server/sql server.

В журнале приложений окна я вижу одну из следующих ошибок от сервера SQL:

Connection Timeout Expired. The timeout period elapsed while attempting to consume the pre-login handshake acknowledgement. 
This could be because the pre-login handshake failed or the server was unable to respond back in time. 
The duration spent while attempting to connect to this server was - [Pre-Login] initialization=2; handshake=15012; ;

Наш сервер, используемый для выполнения пакетов служб SSIS из каталога SSISDB является на SQL Server 2012 SP3 CU 7 (11.0.6579.0). Описанная проблема также присутствовала в нашей предыдущей версии SP3 SP3 без прикладных CU, но ее необходимо решить. Помощь приветствуется.

Я вижу, что люди говорят, что это проблема с разрешением, когда-то связанная с GPO в сети.
