Я пытаюсь понять технику восстановления пароля на членстве asp.net.

Похоже, вы пытаетесь отправить свое электронное письмо с помощью сервера Yahoo. Если вы не подписались на свою премиальную почту, вам не разрешат это делать.

Я думаю, что вы используете неправильный порт для SMTP-сервера Yahoo. Согласно this link, вы должны использовать порт 465.
