Consider adjusting the PKG_CONFIG_PATH environment variable if you installed software in a non-standard prefix. 

Alternatively, you may set the environment variables UNITY_GREETER_CFLAGS and UNITY_GREETER_LIBS to avoid the need to call pkg-config. See the pkg-config man page for more details.

Вы должны установить -devel варианты этих пакетов, так как Ubuntu отдельные пакеты, в том числе во время выполнения файлов из тех, в том числе строить-требований (заголовков, статические библиотеки, и в данном конкретном случае, pkg-config.pc файлов.
