Я думаю, что существует несоответствие между версией Кассандры вы работаете, и конфигурацией, которую вы хотите реализованную. Опция hinted_handoff_throttle_delay_in_ms была удалена в Кассандре 1.2.x (вы можете найти опцию в документации datastax для cassandra 1.1.x но not 1.2.x.
