Был ли установлен предыдущий RAC на этом компьютере, и вы удалили и попытались переустановить Oracle 12c GI? Также проверьте журналы OC4J, расположенные в каталоге '$ GRID_HOME/oc4j/j2ee/home/log'. – JSapkota
