Вы пытались запустить ту же команду из командной строки или командного файла? Каков результат? – roalz

Я пробовал это в командной строке. Сначала я 'cd' в папку' devenv.exe', а затем введите команду. Сборка выполнена успешно и сгенерирована DLL. –

После того как я изменить команду в следующем формате, все работает:

"$(DevEnvDir)devenv.exe" /Build "DebugDll|x64" /Project "$(ProjectName)" "$(ProjectPath)"

DebugDll|x64 обычай строить конфигурации добавлены к проекту VC2012.
