Я решил эту проблему, выполнив следующие действия:

удалить существующие укладывает

sudo apt-get remove openmpi-bin 
sudo apt-get remove python3-mpi4py 

Переустановка

sudo apt-get install libopenmpi-dev 
sudo pip3 install mpi4py 
sudo apt install openmpi-bin
