Я немного не уверен, почему вы используете --force для связи, но сначала попробовать все без флага силы.

Во-вторых, я думаю, вы можете игнорировать предупреждения компоновщика, потому что есть уже openssl, и, таким образом, варить не связывали другую установленную версию.

И, наконец, ваша последняя проблема связана с отсутствующими сертификатами, а pip не знает, как с ней справиться. Чтобы обойти эту проблему игнорировать https с помощью --index-url и передачи HTTP URL в качестве параметра затем установить его в качестве --trusted-host источника, т.е.

pip3 install --index-url=http://pypi.python.org/simple/ --trusted-host pypi.python.org -r requirements.txt
