Он либо не установлен в местоположении по умолчанию, либо его сломал. Проверьте CMakeError.log. И вы можете добавить путь к CMAKE_PREFIX_PATH. – usr1234567

Я столкнулся с этой ошибкой. Убедитесь, что вы установили пакет ros-indigo-camera-info-manager. В названии есть несколько пакетов с «camera-info-manager», но это тот, который вам нужен.
