Причина, по которой вы получаете NullPointerException, заключается в том, что вы вызываете getBaseContext() в конструкторе.

Это соответствует this.getBaseContext(), а this не может использоваться в качестве контекста в то время.

Просто перенесите код из конструктора onCreate():
