Я пытаюсь создать небольшой проект ROS C++ (http://wiki.ros.org/loam_continuous) на ubuntu. Похоже, я не полностью понимаю принцип ros/rosmake или catkin. rosmake используется для более старой версии ROS, например, ROS furtle. Используйте catkin_make для создания любых проектов ROS из корневой папки проектов.
